Chapter 2 Formula provides federal funds to the states through the Elementary and Secondary Education Act of 1965 (ESEA) as amended by P.L. 100-297 in 1988. Chapter 2 funds can support one or more programs that do the following: meet the educational needs of students with special needs (at-risk and high-cost students); acquire curricular materials; improve schools through innovative programs; enhance the knowledge and skills of teachers through training and professional development; enhance student achievement and excellence through instruction and community service; and provide early childhood, gifted and talented, technology education, community education, and/or youth suicide-preventio
