Dozens of natural disaster shelters (mostly schools) in five Caribbean islands were assessed as to their vulnerability and the needed retrofitting to upgrade them. This report provides retrofit consultants with terms of reference and building design criteria for withstanding various natural disasters, as well as estimated global costs of various retrofitting needs of those properties deemed to be vulnerable to natural hazards. Information to help in decision making on the appropriate levels of safety for the planned facilities is also provided. Appendices provide checklists for vulnerability surveys of non-structural components for hurricanes and earthquakes; and a checklist for designing facilities to help mitigate the effects from earthqu...
