La chaîne d'ingénierie territoriale, vers un ingenium territorial ?

International audienceThis paper will present the results of a research project (co-financed by INRA, Cemagref, and the Conseils Régionaux Auvergne and Rhône-Alpes) led by a multi-disciplinary team as part of the research program Pour et Sur le Développement Régional (For and on regional development) (2008-2011). It is supported by a strong partnership among players and researchers, including the Agence de Développement des Territoires d'Auvergne and the Centre de Ressources de Développement Rural en Rhône-Alpes. Three main results will be presented. They stem from work done in France, but previous research in Abitibi-Témiscamingue (Quebec) indicates that they could shed light on issues elsewhere. The first result extends the most recent bibliographic work (Dayan et al., 2011; Barthe and Trognon, 2011; Janin et al. 2011) on the social origins of the concepts of engineering and intelligence as applied to territorial issues. From the point of view of managing territorial development, their complementarity is studied and new conceptual developments are advanced (building on Crozier and Friedberg, March, Morin and Lemoigne, Weick). The goal is to show that beyond developments in the field, theoretical models and paradigms have contributed to developing both a conceptual construction of these ideas and a true territorial entity. The second result presents the concept of the territorial engineering chain (Lardon, 2011). It enriches it by illustrating it with a case study and by showing that it is central to the coordination of engineering and intelligence and to the collective construction of the meaning of the territory. In this way, it also forms the hub of territorial ingenium (according to Vico, cited by Morin 2008 :1903). Finally, we can learn a few lessons from these results in terms of proposing training for stakeholders in territorial development.Cette communication vise à présenter des résultats du projet de recherche (co-financé par l'Inra, le cemagref et les Conseils régionaux Auvergne et Rhône-Alpes) qui est conduit par une équipe pluridisciplinaire dans le cadre du programme de recherche Pour et Sur le Développement Régional (2008-2011), et repose sur un partenariat acteurs-chercheurs fort qui implique notamment l'Agence de Développement des Territoires d'Auvergne et le Centre de Ressources de Développement Rural en Rhône-Alpes. Trois principaux résultats sont présentés. Ils sont issus de travaux menés en France, mais des travaux antérieurs, en Abitibi-Témiscamingue (Québec), nous laissent penser qu'ils pourraient éclairer les problématiques d'autres territoires. Le premier résultat consiste en un enrichissement des travaux bibliographiques les plus récents (Dayan et al., 2011 ; Barthe et Trognon, 2011 ; Janin et al. 2011) sur la socio-génèse des notions d'ingénierie et d'intelligence appliquées aux questions de territoire. Dans une perspective de management au service du développement territorial, leur complémentarité est étudiée, de nouveaux éclairages conceptuels (mobilisation de Crozier et Friedberg, March, Morin et Lemoigne, Weick) sont mobilisés pour montrer qu'au-delà de ce qui se construit en direct sur le terrain, les modèles théoriques et paradigmes ont contribué, d'une part, à la construction conceptuelle de ces notions, et, d'autre part, dans le même temps, à l'émergence d'une véritable entité territoire. Le second résultat présente la notion de chaîne d'ingénierie territoriale (Lardon, 2011) et l'enrichit en l'illustrant d'une étude de cas et en montrant qu'elle est au cœur de la coordination du système d'action du combinat ingénierie-intelligence, et de la construction collective du sens du territoire se faisant, constituant en cela le siège de l'ingenium de l'entité territoire (selon Vico, cité par Morin 2008 :1903). Enfin, de ces résultats nous tirons quelques enseignements en termes de proposition de formation des acteurs du développement territorial
