P.L. 94-142, the Education for All Handicapped Children Act, mandates that SEAs and, in turn, LEAs provide a free and appropriate public education to all handicapped children, regardless of the nature or severity of the handicapping condition(s). The purpose of the Case Study of the implementation of P.L. 94-142 was to identify, analyze and explain activities and consequences in nine LEAs in three states as they implemented the major provisions of the Law
