This report examines human service integration effo rts of the Brazos Valley Council of Governments and what regulations stand in the way o f full integration. Along with the findings from the Brazos Valley Council of Governments, we d eveloped a report of other states’ human service integration attempts. We found that “siloed ” funding streams, restrictions on information systems, and other regulations present significant barriers to the Brazos Valley Council of Governments. We also found that human service agen cies in California, Colorado, and New York provide a model for the Brazos Valley Council of Governments to achieve full human service integration; however, regulations from the U.S. Department of Housing and Urban D...
