The high price of natural gas and fuel oil for steam/power generation has alerted industry's decision makers to potentially more economical ways to provide the needed energy. Low-Btu fuel gas produced from coal appears to be an attractive alternate that merits serious consideration since only relatively small modifications to the existing oil or gas burner system may be required, and boiler derating can be minimized. The environmental permitting and planning process for a low-Btu coal gasification facility needs to address those items that are not only unique to the gasification process itself, but also items generic to conventional firing of coal.
