Energy Research, Development and Demonstration

The Energy Analysis and Development Division of the Texas Energy and Natural Resources Advisory Council has the following responsibilities specifically related to RD&D: 1) recommend legislation to the Council to foster the development of increased energy supplies and more efficient energy systems not inconsistent with other laws of the state; 2) administer the Texas Energy Development Fund as directed by the Council; 3) maintain an awareness of all energy-related research of importance to this state in order to promote information exchange and coordination and in order to coordinate and support necessary energy technology research, development, and demonstration; and 4) coordinate and support energy-related technology research, development, and demonstration. The Technology Development Section carries out these functions by maintaining contact with recognized technical experts; monitoring state, federal, and other energy-related technology development; providing staff support to Council advisory committees; convening technology task forces; coordinating the establishment of Texas energy technology development priorities; soliciting proposals for project funding; providing stimulation, coordination and consultation with regard to development of energy projects and submission of energy-related proposals to federal agencies. The section is staffed by a manager, three engineers, and secretarial personnel. The rules adopted by TENRAC for administering development grants establish the following funding criteria for project selection: 1) specific to Texas, 2) near term significance, 3) supported by matching funds, 4) not redundant, and 5) related to energy supply and conservation technology RD&D. : Proposals are solicited by issuance of statements of program intent (SPI). Each proposal is evaluated by at least four technical experts outside the staff including, to the extent possible, representatives of the academic community, private industry, federal government and state government. TENRAC authorizes contract negotiations pursuant to staff recommendations based on the established evaluation process.
