Water control is very important for the Netherlands. There is a variety of water- control organizations.<p>Usually such an organization consists of the landowners in the district, or in a polder. They are responsible for all public works in their district. They must pay for construction, depreciations, repairs and maintenance to dikes, canals and roads. Different forms of these organizations were examined; their total costs and the spread of these costs over the landowners.
