Beschouwingen over een onderzoek naar de waterschapslasten in Nederland

Water control is very important for the Netherlands. There is a variety of water- control organizations.<p>Usually such an organization consists of the landowners in the district, or in a polder. They are responsible for all public works in their district. They must pay for construction, depreciations, repairs and maintenance to dikes, canals and roads. Different forms of these organizations were examined; their total costs and the spread of these costs over the landowners. A complete description was given of the cost of water control in the various districts. There were large differences, according to the type and difficulties of water control. An important conclusion was that the method of spreading the cost over the landowners was not right and some suggestions for improving this aspect of the water-control organizations were given. To improve their efficiency some suggestions for adaptation of the form of the organizations and the regulations which governed them were also given. This thesis was written in war-time in the hope of a solid basis for reconstruction of water-control organizations when the war was over.</p>
