Within the context of the Kyoto Protocol insight into industrial energy savings and the influence of policy instruments is desirable, both for the past and the future. By virtue of its legal central policy analysis function, the RIVM is currently developing an energy-saving model for industrial firms, called MEI-Energy (Model for Effectiveness of Policy Instruments for the Energy-Saving in Industry). The outline of this model was based on the results of an RIVM exploratory study on three existing energy-saving computer models, determinants of energy use and empirical data.
