This report gives a description of a design for a speed measuring network on rural roads (excluding motorways) in the Dutch province of Utrecht. The design was based on both the policy of the province as formulated in different reports, and on national speed goals. The speed measuring system can be permanent using loop detectors, complemented with a variable system using tubes or radar. The information gathered with the loop network will be used for: (1) national purposes, namely: monitoring the speed level; and (2) for provincial purposes in order to cope with the problem of speeding and accidents.
