This report discusses the principles of a 'sustainably safe' Dutch road network. A monofunctional categorization of the roads is used as a major element. The principles produce more concrete functional design requirements for the road network and its parts. The report also describes which data are required to arrive at the design and implementation of a 'sustainably safe' road network in a particular region. These are concerned with: (1) the road network; (2) the road function; (3) the traffic characteris- tics; (4) the road characteristics; (5) the actual road hazard; and (6) the costs associated with the measures to be taken.
