Glare has been always considered as an important criterion for the quality of road lighting installations. Together with the criteria for luminance level and uniformity, it has been part of the traditional design methods and appraisal systems of installations; these three follow directly from the principles of the luminance techniques prevailing in road lighting design. This report is drafted with the aim to stimulate the discussion on the different aspects of glare in road lighting, with the goal to find more secure basis for future CIE- Recommendations
