In order to follow the development of the contribution of alcohol consumption to road accidents in the Netherlands, on the short term a surrogate measure can be used: nighttime fatal accidents involving passenger cars. On the longer term a roadside survey of the BAC of road users should be carried out. At the same time the BAC values of road users involved in accidents should be measured so as to determine the relation between alcohol consumption and accident risk. This relation having been determined, a routine BAC registration of accident fatalities will suffice
