The first part provides a broad overview of changes in European youth policies in terms of training and employment policies. The second part deals with Youth Guarantee, the main European programme of Active Labour Market Policies designed for NEETs. It analyses its application in Italy, especially in Lombardy. The paper concludes with a reference to the limits and prospects of YG in Italy in relation to the expected outputs and structural changes in youth policies
