Widespread hunger resulting from the drought of 1984/85 prompted the Government of Ethiopia to prepare a National Food and Nutrition Strategy (NFNS). Materials provided by the FAO project TCP/ETH/8851 were used in drafting the first version of the NFNS. The Food and Nutrition Unit (FNU) was set up by the Government of Ethiopia in 1988 to act as Secretariat to an Inter-Ministerial Committee which was to be responsible for the implementation, monitoring and evaluation of the NFNS. The absence of sufficient trained and experienced food and nutrition planners as well as the need to strengthen the FNU's capacity in policy analysis, formulation and programme planning resulted in the Government of Ethiopia requesting FAO support.
