He became a Zionist and active member of the Zionist student organization and was the editor of the Zionist newspaper "Die Welt" between 1911 and 1913. During World War I he was the representative of the World Zionist Organization in Constantinople. Between 1917 and 1921 Lichtheim was an executive member of the World Zionist Organization. In 1925 he became the chairman of the Revisionist Zionists in Germany. He resigned from this post in 1931. In 1934 he emigrated to Palestine, in 1938 to Switzerland and returned to Palestine in 1946.
