She emigrated to France in 1933 and to the United States in 1941, where she taught at several universities and achieved a reputation as a leading political philosopher. In Eichmann in Jerusalem: A Report on the Banality of Evil (New York, 1963), a reflection on the trial of Adolf Eichmann, she refuses to place the sole responsibility for the Holocaust on the Nazis, and assigns blame as well to the Allied nations and to the Jewish communal leaders who passively cooperated with the Nazis.
