City of Attleboro Economic Development Organizational Study

The organizational structure of a municipal agency plays a critical role in its ability to fulfill its public mission. A well-organized agency is able to achieve its objectives in an effective and efficient manner. In addition, an agency with a clearly defined organizational structure is better prepared to adapt to the changing needs of its community. Professionals in the field of economic development are especially aware of the value of effective organizational structures. The cyclical nature of local economies often forces economic development agencies to shift focus rapidly in order to address changing economic conditions. Adapting successfully to these changes requires an organizational structure that clearly delineates decision-making powers and professional responsibilities. The City of Attleboro is currently in the process of reviewing the organizational structure of its economic development agency. The ultimate goal of this process is to determine the best possible utilization of staff and resources. This study of the organizational structures of five economic development agencies in Massachusetts is an important component of the review process. The study provides organizational models that can serve as useful guides for decision-makers. Organizational flow charts for each of the five agencies are presented and an analysis of the relative advantages and disadvantages of each structure is included. The City will find this study to be a valuable resource when developing an organizational structure that will address its unique economic needs and goals
