How should post communist states craft new constitutions reflecting their separate histories and specific social, legal and institutional needs? Can constitutions be drafted for emerging states in Eastern and Southern Europe which will not only be comprehensive, but also flexible enough to accommodate future change in these societies? Can transferable legal institutions successfully be created by neighboring states in this region?
