Provides that, upon written request, a property owner shall have the right to testify about a proposed land use action at county board of supervisors public hearing or city council hearing. The public hearing must be held before a final decision on the land use matter, and no later than 180 days after receipt of the property owner’s request. Notice of time and date of public hearing shall be mailed to property owner at least 20 days before the hearing.
