REPEAL OF PROPOSITION 209. PUBLIC EMPLOYMENT, EDUCATION, AND CONTRACTING. INITIATIVE CONSTITUTIONAL AMENDMENT. Repeals article I, section 31, of the California Constitution which was added by the passage of Proposition 209 at the November 1996 general election. Article I, section 31, generally prohibits state and local governmental agencies and public schools, colleges, and universities from discriminating against, or granting preferential treatment to, any individual or group on the basis of race, sex, color, ethnicity, or national origin in the operation of public employment, public education, or public contracting.
