DEATH PENALTY. PUBLIC EXECUTIONS. INITIATIVE CONSTITUTIONAL AMENDMENT. Amends California Constitution to declare that death penalty serves the purposes of deterring crime and of exacting society\u27s right to retribution for crimes committed. Further declares that deterring crime is essential to public safety and that the deterrent effect is most effectively served when potential criminals are aware of the punishment for crime. Directs that executions be carried out in public in the community which was the site of the crime for which a death sentence is imposed. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: This measure would result in unknown state and local government costs, but potentially hundreds of thousands of dollars per execution. The total annual cost would depend upon the statutory plan enacted to carry out public executions and the number of executions occurring in any given year
