The failure to ensure that our nation\u27s classrooms are all staffed with qualified teachers is one of the most discussed, but least understood, problems of our elementary and secondary schools. Over the past decade, literally dozens of studies and national commissions have bemoaned the qualifications and the quality of our teachers.
