The study focuses on problems of translating public policy goals relating to surface water quality into reality. Surface water pollution is seen as a result of economic incentives. Broad policy alternatives for addressing surface water pollution are examined. Judicial measures for dealing with water pollution problems are discussed, along with their limitations and the necessity for specific legislation. Water quality legislation at the Federal and State (Minnesota) level is reviewed. The mechanics of water quality administration is discussed, with emphasis on the Minnesota Pollution Control Agency.
