Keller review proposed revision; concerned re lack of provision to terminate faculty on programmatic grounds, patient care as service in Health Sciences, and inapproprate shift of authority to Tenure Committee; Resolution to end special policy to encourage early retirement of civil service personnel on June 30, 1985 approved; Site for Telecommunications System facility selected; 1985 legislative requests discussed; concern expressed re tuition increases, means to prevent future raises; 1985/86 capital request and 6 year plan reviewed noting $172 million total, need to bring in 1986 request if no legislative session is held in 1986."
