The Stark effect on the $Q_{2e}(2)$ and $R_{1}(1)$ branch features was measured, and a determination of the value of the permanent electric dipole moment of the ground state was made. In this determination, a $(2F + 1)X(2F + 1), \Delta F= \pm 1$ Hamiltonian matrix, including Stark effect, was set up in a Hund's case ($a_{\beta}$) basis set and diagonalized to produce eigenvectors and eigenvalues. ...
