Author Institution: Time and Frequency Division, NIST; Time and Frequency Division, The Physical Chemistry LaboratoryThe $OH^{+}$ radical ion has been detected for the first time in its metastable a$^{1}\Delta$ state, which lies $17 660cm^{-1}$ above the ground $^{3}\Sigma^{-}$ state, by far-infrared laser magnetic resonance. The ion was generated in the discharge plasma formed in new microwave discharge source through helium and water vapor. Resonances associated with the first two rotational transitions have been observed and analyzed to give the major molecular parameters
