Author Institution: Astrophysics Branch, Ames Research CenterThe 4-0 band of carbon monoxide has been recorded photoelectrically at a resolution of about $0.055 cm^{-1}$ at pressure-path length combinations between 50 Torr-2.1 km and 250 Torr-0.5 km. The strengths of individual lines were determined via measurements of their equivalent widths. The resulting band strength and Herman-Wallis factor are $S_{BAND}(273^\circ K$ ) = $4.12 \times 10^{-5}$ $cm^{-1}$ / cm-atm and $F^{4}_{o} (m) = 1 + (0.0355)m + (4.81 \times 10^{-4})m^{2}$ respectively.
