This research goal\u27s is knowing the decrees of The People\u27s Consultative Assembly background in Article 7 Subsection (1) item b The Act Number 12 of 2011 about regulation of legislation and its constitutionality explain. This description and explanation based on arrangement of constitutional law in case regulation of legislation formated that give priority to conceptual scientific perception. So that it is use method of research normative law by collecting, finding, and analize source of law, either primary law that authoritative character or secondary law that non authoritative character.
