The relation between the cen1ral go1·ernment and the local Government has always been a discussion topic which is interesting to talk about. In a unitary state system usually there are two ways which are used to relate between the central government with the Local Government The first way is called centralization, in which all business, duties, and authorities of government administration are in the hands of central government in which its implementation is done through decentralization. The second way is known as decentralization in which the business, duties and authorities of government administration is handed over widely to the Head Of Local Government. Considering that our country is a unitary country, 10 the owner of sovereignty is the central government and then it “flows” it and hands it over (decentralization) or authorize it (deconcentration) by letting the local participation (assistance duty).
