The urgent and complexity challenge in implementation the UU No. 22/1999 about Governmental Autonomy, is the ability of health human resources to be entrepreneur, leader and manager. Data and information showed that health human resources is not well proper with those kind of ability which is needed to handle the impact of governmental autonomy in health services. This study is to assess those ability of health human resources in Dinas Kesehatan Kabupaten/Kota, Puskesmas and Rumah Sakit Umum Kabupaten/Kota, through anquette, depth interviews and secondary data review.
