We have a very wet and heavy snowfall in the city of Nagaoka in Niigata prefecture. Citizens in heavy snow areas are now asking for higher level of service than ever before. The objectives of this paper are to identify the condition of the sidewalk space environment in winter by the survey of the snow belt and the sidewalk space. As a result, the height of 200cm is a limit of the snow belt. And the snow removal space of 10cm was moved to residential site from road site. As for the coefficient of correlation of the simulation about the height of snow belt, enough values were provided. Important problems of the simulation are the influence of snow removal on the road and the heavy snowfall over 20cm per day
