Öffentliche innovative Beschaffung : Rollen für Normung, Zusammenarbeit & Vermittlung

Public procurement plays a vital role in stimulating sustainable and inclusive European growth through innovation. Moving beyond primary goals of service improvement and cost reduction, innovation procurement practices of public agencies can pursue secondary goals such as innovation and sustainability. However, an increased focus on core competences has reduced internal capacity to conduct innovation procurement at a time when doing so is even more critical for cost-savings and growth. This dissertation examines open innovation for knowledge sourcing and revealing by public agencies practicing innovation procurement, focusing on tools of standards and standardization, collaboration, and intermediation. It begins with an introduction which gives an overview of key policy issues, theoretical underpinning, and research gaps. The second chapter examines conceptualizations of standardization according to eco-innovation procurement modalities, through a comprehensive qualitative literature review and synthesis including demand-setting, standards/standardization, and trajectories of products and services procured. The third chapter conducts an empirical and quantitative cluster analysis to identify the different practices of innovation procurement across Europe, testing and building upon taxonomies from literature. The fourth chapter presents a comprehensive case study of a pilot project by the Dutch Ministry of Defense, using constant comparative analysis to identify roles for different types of intermediation in innovation procurement for sustainability transitions. The fifth chapter focuses instead on the factors influencing competitiveness of German manufacturing firms in procurement competitions, finding that those conducting product innovation, as well as those engaged in standardization, are more likely to win such contracts. Through these in-depth analyses, this dissertation provides a contribution to the field of innovation procurement by delving deeply into open innovation processes. It concludes that mechanisms of standards, collaboration, and intermediation that can be leveraged to promote European growth through innovation procurement are inherently processes of consensus. This dynamic process is shaped by the motives, knowledge, and skillsets of participants shared through interactions, and structured by organizations and institutions. A concluding chapter highlights relevance for policy, practitioners, academia and industry, and presents opportunities for further research in innovation procurement and open innovation.Das öffentliche Beschaffungswesen spielt eine wichtige Rolle bei der Förderung der nachhaltigen und integrativen Wachstum in Europa durch Innovation. Jenseits primären Ziele der Serviceverbesserung und Kostensenkung, Innovation Beschaffungspraktiken der Behörden können sekundäre Ziele wie Innovation und Nachhaltigkeit verfolgen. Allerdings hat eine stärkere Konzentration auf die Kernkompetenzen reduziert interne Innovationsfähigkeit Beschaffung zu einem Zeitpunkt, zu leiten, wenn damit für Kosteneinsparungen und das Wachstum noch kritischer ist. Diese Dissertation untersucht Open Innovation für den Wissensbeschaffung und aufschlussreich durch öffentliche Stellen Innovation Beschaffung zu praktizieren, die sich auf Werkzeuge von Normen und Normung, Zusammenarbeit und Vermittlung. Es beginnt mit einer Einführung, die einen Überblick über die wichtigsten politischen Fragen, theoretische Untermauerung gibt und Forschungslücken. Im zweiten Kapitel wird Begrifflichkeiten der Standardisierung nach Öko-Innovationen Beschaffungsmodalitäten, durch eine umfassende qualitative Literatur und Synthese einschließlich bedarfs Einstellung, Normen / Standardisierung und Bahnen von Produkten und Dienstleistungen beschafft. Das dritte Kapitel führt eine empirische und quantitative Clusteranalyse die unterschiedlichen Praktiken der Innovations Beschaffung in ganz Europa, Prüfung und aufbauend auf Taxonomien aus der Literatur zu identifizieren. Das vierte Kapitel stellt eine umfassende Fallstudie eines Pilotprojekts des niederländischen Verteidigungsministerium, konstant vergleichende Analyse unter Verwendung von Rollen für die verschiedenen Arten der Vermittlung für Nachhaltigkeit Übergänge in den Bereichen Innovation Beschaffung zu identifizieren. Das fünfte Kapitel konzentriert sich stattdessen auf die Faktoren, die Wettbewerbsfähigkeit der deutschen Unternehmen des verarbeitenden Gewerbes in der Beschaffung Wettbewerben zu beeinflussen, zu finden, dass diejenigen, die Produktinnovation leiten, sowie die in der Normung tätig, sind eher solche Verträge zu gewinnen. Durch diesen eingehenden Analysen liefert diese Dissertation einen Beitrag auf dem Gebiet der Innovation Beschaffung von tief in die offene Innovationsprozesse einzutauchen. Es kommt zu dem Schluss, dass Mechanismen der Standards, die Zusammenarbeit und Vermittlung, die genutzt werden können europäische Wachstum durch Innovation Beschaffung sind von Natur aus Prozessen der Konsens zu fördern. Dieser dynamische Prozess wird durch die Motive, Wissen geformt und Skillset der Teilnehmer geteilt durch Interaktionen und von Organisationen und Institutionen strukturiert. Ein abschließendes Kapitel werden die Relevanz für die Politik, Praktiker, Wissenschaft und Industrie und bietet Chancen für die weitere Forschung in Innovation Beschaffung und offene Innovation
