The Looked-After Children Annual Census (LAC) of Norfolk covers all children who are looked after by Norfolk County Council (NCC) and children aged 19/20/21 who have left the social care provided by NCC. It is based on data returned to the Department of Education plus other datasets. (A child is deemed 'looked-after' by a local authority if he/she has been provided with accommodation for a continuous period of more than 24 hours, in the circumstances set out in the UK's Children Act 1989, or is placed in the care of a local authority by an order made under part IV of the Act.)
