This report was funded by 13 London Boroughs and investigated the impact of the current regime of development viability testing on land values and the provision of affordable housing. the report makes 7 recommendations which could improve the current level of affordable housing provision in London. The report is especially critical of current planning practice guidance and planning inspectors concerning the application of development appraisal modelling. The reduced levels of affordable housing are entirely predictable given the current regime
