WILLIAMSBURG -- William B. Spong, dean of the Marshall-Wythe School of Law at the College of William and Mary, will leave Friday for Austria to participate in a law seminar for distinguished jurists. He will be a member of the law faculty on American Law and Legal Institutions at the Salzburg Seminar in American Studies July 8-27. The faculty includes William H. Rehnquist, associate justice of the U.S. Supreme Court; Gerhard Casper, professor at the University of Chicago law school; James O.
