Business improvement districts (BIDs) are local organizations funded by private businesses that have been revitalizing commercial areas for the last two decades in the United States. While local governments are cutting back on the delivery of services, local stakeholders such as property owners and business owners are assuming new roles by providing private services aimed at improving commercial landscapes. The emergence of BIDs represents the growing importance of sublocal governing structures for local development and revitalization.
