Abstract: The purpose of this study is to reveal, that as opposed to what is implied in the South African Schools Act (SASA -Act 84 of 1996), the governance of public schools in South Africa, still appears to be achieved top-down. Currently public school governance is centralized, while the role of parents in decision-making is still minimal. The State makes key decisions, while other role-players namely School Governing Bodies (SGB) are expected to be passive participants.
