Meroni circumvented? Article 114 TFEU and EU regulatory agencies

It argues that it does, yet in doing so, it somehow manages to circumvent long-standing EU doctrines on the establishment and functioning of those agencies outlined in the Meroni judgment. After having outlined the consequences of this, the article looks forward in outlining an approach for the future creation of EU agencies
