The hypothesis of our analysis is that the various emerging digital campuses are not a simple extension of the existing educational offer but rather, via new forms of university configurations and new articulations of public and private sector regimes, a process by which a new social functioning of higher education systems is looked for.<br />In the first part of this article, we are examining the actual establishment of consortia created between institutions for the creation of national projects such as "digital campuses". If we stay within the French context, this contractual form connects horizontally actors who are incited to collaborate by Ministries project calls.
