Le territoire dans les stratégies de gestion de l'eau : De l'intégration sectorielle à l'intégration des territoires au Maroc

National audienceThe link between territory and local stratégies of water supply and development of water goes beyond the areas concerned by the water network. In Morocco, the Haouz of Marrakech, the social and political status of water has changed, favoring the spatial expansion of the water suppply. It has favoured the emergence of territorial strategies from the the stakeholders' management of water. Today, the adoption of a sustainable management paradigm has been backed up with the taking into account of new areas and new stakeholders. It gives an overall coherence to the technical and political organization of water management. To understand this process, the idea of territorial noise is used to show that territory has considerable importance in current problems of water supply.Le lien entre le territoire et les stratégies locales de distribution et de mise en valeur de l'eau n'est pas limité au seul espace structuré par le réseau hydraulique. Au Maroc, la région du Haouz de Marrakech connaît depuis les années 1920 une extension des aménagements de production et de distribution de l'eau qui a favorisé l'émergence de stratégies territoriales émanant des logiques d'action des opérateurs. Aujourd'hui, l'adoption d'une gestion intégrée et durable des ressources en eau accompagne l'intégration d'espaces et d'acteurs nouveaux, redéfinissant la cohérence du système technico-politique de gestion. Pour le comprendre, le recours à la notion de bruit territorial montre en quoi le territoire joue un rôle majeur dans le disfonctionnement actuel de la distribution de l'eau
