: From cultural mobilisation to cultural policies

International audienceLocal cultural policies in France have been institutionalised essentially during two decades: the 1970's and the 1980's. This institutionalisation process consisted in the cultural specialisation of local administrative services, in the professionalisation of local cultural actors, and in the promotion of culture as one of the mains sectors for local public policies, from the political as well as from the financial point of view. Based upon the case study of a middle town, this article shows that this process has not been peaceful. In the late 60's and in the beginning of the 1970's, associative militants from “the new middle classes” politically and culturally close to the post-1968 mobilisations launch “cultural action”. At first, the “municipalisation” of their policy is a success for them. But progressively, this local cultural policy is less and less conducted by the former militants, replaced by new “professionals”, and the socio-cultural and political ambitions (e.g.: an “everyday life culture” for more local democracy) are replaced by a more technical organisation and orientation. At last, this institutionalisation process also consists in the dispossession and the disillusion of those who believed they could change social and political relations thanks to their cultural involvement.L'institutionnalisation des politiques culturelles locales en France s'opère surtout au cours des années 1970 et 1980. Ce processus d'institutionnalisation consiste en la spécialisation culturel de services administratifs municipaux, la professionnalisation des acteurs culturels locaux et la promotion de la culture comme l'un des principaux secteurs des politiques publiques locales, tant sur le plan politique que sur le plan budgétaire. Fondé sur l'étude du cas d'une ville moyenne, cet article montre que ce processus n'a pas été pacifique. À la fin des années 60 et au début des années 1970, des militants associatifs issus des « nouvelles classes moyennes » et proches politiquement et culturellement des mobilisations de l'après-68 lancent « l'action culturelle ». Au départ, la « municipalisation » de leur action constitue pour eux un succès. Mais progressivement, cette politique culturelle locale est de moins en moins conduite par les anciens militants, remplacés par des « professionnels », et les ambitions socio-culturelles et politiques (par exemple : une « culture de la vie quotidienne » pour plus de démocratie locale) sont remplacées par un mode l'organisation en une orientation plus technique. En fin de compte, ce processus d'institutionnalisation consiste également dans la dépossession et la désillusion de ceux qui ont cru pouvoir changer les relations sociales et politiques grâce à leur engagement culturel
