The thesis concerns the distribution of regulatory powers in the process of telecommunications liberalization. In a first part, we define the distribution of competence between independent and political regulators by studying the European directives in an institutional point of view. We show then that the French law liberalising the sector has partially taken into account the European recommendations since the government intervenes in the regulatory process whereas the State is still shareholder of the incumbent. In the second part, we highlight, in a theoretical and empirical way, the private objectives of these two regulators.
