La paperasse au secours de l'homme : communication et militantisme, 1600-1850

International audienceThis article takes as its starting point the radical criticism of imperial absolutism,<br />state centralization, and bureaucratization formulated by some celebrated thinkers<br />of the Ming-Qing transition, and examines what the attitude of the eighteenth- and<br />nineteenth-century administrative élite towards such problems may have been.<br />The writings of the most active and devoted among administrators during the high<br />Qing suggest that, for them, centralization, the proliferation of regulations, and the<br />extensive use of paperwork both within the state apparatus and in its dealings with<br />the people were technical problems waiting for a solution, rather than the sign of institutional decay and of a separation between dynasty rule and the people. Their<br />efforts tended towards finding an optimal compromise between the virtues traditionally<br />expected from the gentleman administrator who strives at improving the<br />moral and material condition of his constituency, and the constraints of an<br />administrative system that was both complex and ambitious.Cet article part de la critique radicale de l'absolutisme impérial, de la centralisation<br />étatique et de la bureaucratisation du pouvoir formulée par un certain nombre<br />de penseurs célèbres au moment de la transition Ming-Qing, pour examiner quelle<br />a pu être l'attitude de l'élite administrative des XVIIIe et XIXe siècles face à de tels<br />problèmes.
