Les rapports quotidiens des classes populaires aux administrations. : Analyse d'un sens pratique du service public

Every-day relations between dwellers of a working-class area and administrations. Understanding the practical bases of representations of public institutions.<br />Based on a fieldwork in a working class area near Paris, this paper shows that the use of the french notion of « service public » is rare among the dwellers. Most use other categories about the « administrations », which are based on practical experiences. Every day relations with some services, such as services of the Council, create ambivalent relations : those relations sometimes lead to criticisms, but also to an attachment to this institution and its agents. More generally, the text shows that the main oppostion that structures jugements about public institutions is the difference between institutions where one can « get his rights » , and those where one must « ask for charity ».En se basant sur une enquête ethnographique menée dans un quartier populaire de banlieue parisienne, l'article montre que l'usage de la notion de « service public » est rare parmi les habitants. Par contre ils recourent à des catégorisations des « administrations » ancrées dans des expériences concrètes. La fréquentation régulière de certains services, comme ceux de « la mairie », est au fondement de rapports ambivalents, oscillant entre une mise à distance critique et un attachement à une institution publique et à ses agents. Le texte montre enfin que les jugements portés sur les institutions par ces membres des classes populaires sont structurés par une opposition entre les administrations où l'on peut faire valoir « ses droits » et celles ou l'on a le sentiment de devoir « demander l'aumône »
