Considering the liberalization of the telecommunications sector and the decentralization of local competences, the digital development appears as a new “challenge” for local authorities concerned by territorial competition. Regions can consider this trial like an opportunity, not only for reinforcing their role among other local authority but also for creating efficient strategies.
