International audienceThe Puna Andes are generally described as marginal territories of the countries that share them, but how are the different regional administrative levels in these countries reacting to the development of a cross-border highway? This paper shows that some actors are making the most of such a project to strengthen their own strategies. For some, isolation is seen as a territorial resource, while for others it is considered more of a drawback. For the Puna community of Argentina, the new road does not appear to be linked with any collective local initiative. The road would therefore help create a new hierarchy between local actors, determined largely by their ability to use the infrastructure to strengthen their own terri...
