This paper focuses on the Liberals/ Lib Dems' influence on devolution to Scotland, both on plans from 1966 to 1999 and on the institutions themselves after 1999. Even though these pressures were partly opportunistic, they resulted in increased devolved powers and a reformed electoral system.
