Prepositional phrases (PPs) governed by en and placed initially in the sentence are hardly bound to the main predication on syntactic grounds. Semantically speaking, they tend to apply to the whole phrase. Finally, the criterion they deal with - spatial (en France), temporal (en 1989), praxeological (en linguistique), etc. - may target several clauses which are placed beyond the clause en belongs to: the whole set of clauses within the scope of the same PP makes up a homogenous semantic block which M.
