Quelles politiques intermodales dans la planification territoriale ? : Analyse des pôles d'échanges dans les plans de déplacements urbains

International audienceThis work examines the role of the interchange station in 14 PDU (urban travel plans) in conformity with law SRU. This article proposes to look further the way the French AOTU (urban transport organizing authority) think about the interchange station in the context of PDU development. One wonders whether the interchange station, beyond their participation in the « phraseology » of planning procedures, can constitute a new tool for the local public action or not. For that, a « deconstruction » of the PDU speech is carried out to inclu- de/understand if the interchange station incarnate problems of space and intersector integration in procedures which are supposed to implement these stakes. Concerning the space question, the analysis shows that the interchange station and the intermodality seldom appear in the PDU like vectors of interfaces between the institutions. Following the change of statute and perimeter of the AOTU, the projects of interchange station seem rather to be a tool of identification of the Community territory. At the intersector level, the PDU hardly identify « territorial nodes » which could be the support of the interface between town planning and transport. The PDU rather indicate their intention « to support the urbanization near lines of collective transport » as if the multiple joints of the networks did not have a particular role to play in the structuring of the territory. With final, the results of this research insist on the fact that, in the spirit of the PDU, the interchange station seem especially associated with construction with an “insular” model of city, while being used sometimes as a filter (via the Park-and-ride), sometimes as increaser accessibility in the center of the agglomeration and at all the scales.L'objet de ce travail est d'examiner la « mise en scène » des pôles d'échanges dans 14 plans de déplacements urbains (PDU) mis en conformité avec la loi SRU (Solidarité et Renouvellement Urbain). Cet article propose d'approfondir la manière dont les autorités organisatrices de transport urbain (AOTU) « pensent » les pôles d'échanges lors du contexte particulier que constitue l'élaboration du PDU. On se demande si les pôles d'échanges, au-delà de leur participation à la « phraséologie » des procédures de planification, peuvent constituer un nouvel outil pour l'action publique locale. Pour cela, une déconstruction du discours des projets de déplacements urbains est effectuée pour saisir si les pôles d'échanges incarnent des problématiques d'intégration spatiale et intersectorielle dans des procédures qui sont censées mettre en œuvre ces enjeux. Concernant la question spatiale, l'analyse montre que les pôles d'échanges et l'intermodalité apparaissent rarement dans les PDU comme des vecteurs d'interfaces entre les institutions. Suite aux changements de statuts et de périmètres des AOTU, les projets de pôles d'échanges semblent plutôt au service de l'identification du territoire communautaire. Au niveau intersectoriel, les PDU peinent à identifier des nodosités territoriales (selon l'expression de Claude Raffestin) qui pourraient en être le support de l'interface entre urbanisme et transport. Les PDU indiquent plutôt leur intention de « favoriser l'urbanisation à proximité de lignes de transport collectif » comme si les nœuds d'articulation des réseaux n'avaient pas de rôle particulier à jouer dans la structuration du territoire. Au final, les résultats de cette recherche insistent sur le fait que, dans l'esprit des PDU, les pôles d'échanges semblent surtout associés à la construction d'un modèle de ville « insulaire », en servant tantôt de filtre (via les parcs-relais), tantôt de démultiplicateur de l'accessibilité au centre de l'agglomération et à toutes les échelles
